The Access Coordination Unit

Access is an essential enabler of humanitarian and developmental action. The lack of unfettered humanitarian access to and from the oPt, Israel and neighboring countries has significantly impeded the effective provision of humanitarian assistance and protection for civilians while simultaneously increasing the time and cost involved in doing so. The UNOCHA oPt Access Coordination Unit (ACU), an inter-agency project, was established in 2008 in order to develop a centralized, and pro-active access strategy for both humanitarian personnel and goods.

 
Materials & Activities Request

>>  $  Total value of water and sanitation projects with materials pending approval to enter the Gaza Strip.

>>   Total number of beneficiaries awaiting approval for water and sanitation projects.

 
Humanitarian Access.

>>Only 3% of the permits to enter Gaza during April 2012 requested by INGO international staff members are still pending. The average time to process permit requests for travelling to Gaza in April 2012 is 11 days.

 
Approvals for the UN Programme of Work in Gaza

LATEST ROUND OF UN PROJECT APPROVALS AT THE MARCH 2012 AHLC MEETING. Before and after the Ad-Hoc Liaison Committee Meeting, Israeli authorities approved 12 UN projects and several components of a further project, valued at USD 83.8 million. Projects included 1000 housing units, 10 schools and 4 water and sanitation infrastructure improvements.

Summary Update:

>>Since February 2010, 73% of the UN programme of work for Gaza submitted to the Israeli Coordinator of Government Activities in the Territories (COGAT) has been approved, valued at US$ 365 million.

>>On average, approved UN projects in Gaza took 6 months to receive COGAT approval. Currently, roughly half of the materials for approved projects have entered the Gaza Strip.

>>19% of the UN programme of work for Gaza (covering 33 projects) submitted to COGAT are still pending approval, valued at USD 95.7 million. This includes 600 housing units, 23 schools and 9 water and sanitation projects.

>>UN projects not yet approved have been pending on average 13 months.
